Since January 2004, the Capital Improvements Management Office (CIMO) developed several initiatives to improve the way capital improvement projects are completed and delivered to the citizens of Kansas City.

One such initiative is the Design-Build method, a process in which both the design and construction of a project are managed by a single prime contractor. The City Council first approved use of Design-Build on Feb. 19, 2004 with the passing of a City ordinance to use the Design-Build project delivery method on a select number of capital projects managed by CIMO.

CIMO team members sought community support for the Design-Build process by meeting with members of the design and construction industry, seeking feedback and input on the City’s intended design-build method and procedures.

As a result, in October 2006, City Council passed another ordinance allowing the City to use the Design-Build method on any City project that can benefit from this sort of delivery method.

All Design-Build RFQs will include:

  • Program/project information and criteria, including budget and schedule parameters
  • Invitation for Bid (IFB) for the project
  • Evaluation and scoring criteria for Statements of Qualification (SOQ)
  • Description of contract award process
  • Copy of the design-build contract that will be used

Interested Design-Build teams will be asked to submit their SOQs, which will be evaluated and scored pursuant to criteria set forth in the RFQ, and then the firms with the highest scores will be selected to bid for the project. Only those firms will be invited to submit separate technical proposals and cost proposals in response to the IFB. Details of the proposal requirements will be provided in the IFB included in the RFQ.
